The aim of the research is to examine the reasons for not realizing winter tourism on Cilo Mountain, which is the second largest mountain in Turkey, but which does not provide enough benefit from winter tourism. However, what are the requirements for opening the region to winter tourism are investigated in terms of the positive and negative effects that the region can create on the region if winter tourism activities are realized. In the research, questionnaire method was used as data collection method. The questionnaire used in the research was prepared by taking the work of Aksu (2003). In this context, the data were obtained by applying a questionnaire to the local people living in Hakkari and Van provinces which constitute the hinterland of Cilo Mountain. The data were analyzed with the statistical package program. The most important reasons for the lack of winter tourism development in the region are due to lack of promotion, transportation and security problems.
