Abstract

The aim of this study is to examine the level of knowledge, institutional awareness, and practical applications related to recreation management processes in five municipalities operating at different administrative scales in Türkiye. Considering the effects of recreation on individuals’ physical, psychological, and social well-being, it is essential that the role of municipalities in this field be addressed in a more systematic and inclusive manner. The study was designed as a descriptive qualitative research, and data were collected through a semi-structured interview form. Online interviews were conducted with personnel working in units responsible for recreation services across five municipalities, and the obtained data were analyzed using the thematic analysis approach proposed by Braun and Clarke (2006). As a result of the analysis, five main themes emerged: (1) understanding of the concept of recreation, (2) recognition of social needs and inclusivity, (3) scientific and institutional planning approaches, (4) user feedback and impact monitoring, and (5) area management and service continuity. The findings indicate that municipalities have begun to approach recreation as a multidimensional public service; however, significant structural shortcomings persist in practice. The lack of employment of professional recreation managers, the absence of long-term impact analysis systems, and the limited use of feedback mechanisms are among the most prominent challenges identified. The study suggests the development of science-based decision-making processes to enable local governments to deliver recreation services in a more sustainable, participatory, and inclusive manner.
